Those who owe money 'should prioritise their debts'
There has been a decrease in debit and credit card fraud due to new card protection measures, according to a leading European payment system.

Ian Barber, spokesperson for Visa, said there has been increased adoption of card protection online by retailers and debit and credit card holders.
There is also increased familiarity among consumers of schemes such as 'verified by Visa', where they have to put in a code every time they make an online payment.
Many parties look after credit card details and related data, including Visa, retailers, banks and payment processors, Mr Barber continued.
These groups have been working to ensure wherever the data is in the chain it is secure, the spokesperson added.
His comments follow the release of the latest Financial Fraud Action UK figures, which show card fraud losses were down by 23 per cent in the first half of 2009, in comparison with the same period last year.
Mr Barber advised the encouraging figures should be treated with a note of caution.
"The thing about fraud is you can reduce it a bit, and we have reduced it in the UK but part of what some people think is happening is actually fraudsters stopping looking at the UK and looking elsewhere because it is just becoming more and more difficult for them to operate in the UK," he said.
