Banks and phone companies in the UK are trialing new technology that will allow customers to swipe debit and credit cards or phones to pay for goods.
Credit card companies and the government have been working to design out opportunities for crime and to reduce potential harm to consumers.
Guidelines have been put in place as part of the partnership.
These include a rule that any transactions above the maximum contact payment value, which is currently at £10, will have to be verified with a pin code.
Home office minister Alan Campbell said the guidelines were important for protecting the public from criminals.
"This technology is an exciting new development but we must continue to work together to reduce any new opportunities for criminals to profit from mobile theft.
"As new technologies like this develop we aim to consider where safeguards can be incorporated at the drawing board stage," he said.
Contactless payment technology is currently available in some Pret a Manger, Boots and EAT stores across the country.
